Carmen D’Angelo had one of the largest medical practices in Monroe County when he was stripped of his license, in part, for having affairs with two of his patients. For 24 years, Rod Cutler had been going to Doctor Carmen D’Angelo. With 6,200 patients, D’Angelo had built up one of the largest, most loyal, primary care practices in the area. When D’Angelo’s medical license was revoked last year for medical misconduct, Cutler and other patients were stunned. Cutler said, “I was surprised. I really am. I mean he's a really nice guy, a great guy.” D’Angelo appealed the ruling by the state health department. I-Team 10 obtained the court's recent written finding which upholds the decision to revoke his medical license. Cutler said, “I thought for sure the guy would be back in practice within a matter of months but I was wrong." The state health department originally found D’Angelo unfit to practice medicine based on gross negligence and moral unfitness. Among other things, they said he abused his position of trust when he had affairs with two of his patients including at least one sexual encounter in his examining room. The state's decision prompted supportive patients, including Cutler, to rally. They demanded their doctor be re-instated but the Appellate Court was not persuaded. In its findings, it found that "any physician who engages in a sexual relationship with a patient whom he or she is actively treating, at a minimum, bears scrutiny for moral unfitness due to the potential for abuse of the confidential relationship between doctor and patient." Even now, Cutler has nothing but good things to say about his former doctor. “The guy always took care of his patients, 110-percent.
