I-Team 10 Follow Up: Growing tension at Medley Centre

It is getting more intense. Pressure keeps mounting on the owners of the Medley Centre. I-Team 10 has learned two big developments with the mall saga. We have a letter the owners sent firing back at the town of Irondequoit and now the state might also be getting involved.

I-Team 10 confirmed the Empire State Development Agency has agreed to review the mall’s status as an empire zone, which could put its tax credits in jeopardy. Also, owner Scott Congel is firing back by sending a blistering letter to the town supervisor.

In the letter to Irondequoit Town Supervisor Adam Bello, Medley Centre owner Scott Congel said he was surprised at how vocally critical Bello has been. 

“We recognize that you ran for office by vilifying us,” Congel writes, “But we feel this is a post-election period and, in your role as supervisor, some level of restraint is appropriate.” In his letter, Congel closes by encouraging Bello to “move away from short term headlines that are distraction" and instead "understand the facts.”

Adam Bello, Irondequoit Town Supervisor, said, “If he's going to ignore the town's calls to fix the problem on the property then it's our responsibility to file legal action. You can't ignore the town of Irondequoit anymore."

That was Bello’s comments Thursday immediately after the town filed enforcement actions with the court against Congel's company for violations of building codes. 

I-Team 10 showed you pictures taken in January by the fire marshal inside Medley Centre. They were taken after a frozen sprinkler pipe burst, causing major water damage. The town has now cited the mall for failing to have a working fire suppression system and failing to remove combustibles.

The fact that the mall has no heat and no working sprinkler system makes it clear no one is working for Congel inside the mall and that could create problems with the state.

Medley Centre was granted an empire zone designation, giving the mall property millions of dollars in tax credits. One of the obligations is that Congel has to employ at least two people on site. I-Team 10 confirmed the state has agreed to look into the matter.
