ALBANY, N.Y. (AP) - Gov. Andrew Cuomo is proposing a 750-mile paved biking and hiking trail from Buffalo to Albany and from New York City to the Canadian border.

The Democratic governor outlined plans for the Empire State Trail in a state of the state address Tuesday in Westchester County. Cuomo says the plan, to be finished by 2020, includes 350 miles of new trails to complete the Hudson River Valley Greenway and Erie Canalway into a unified network.

He says the Erie Canalway, running 360 miles from Buffalo to Albany, is nearly 80 percent complete. The Hudson River Valley Greenway, spanning 260 miles from Manhattan to Lake George, is nearly 50 percent complete. State Bike Route 9 extends it 160 miles along Lake Champlain to Canada.

Cuomo says he'll propose $53 million for the first of three phases.
