City of Rochester plans to sell off unpaid red light ticket fines to collection company

If you got a red light ticket in the City of Rochester that you never paid, you’re not off the hook.  City Hall is owed more than $7 million from drivers and it now has plans to sell off that debt to a collection company.  

Rochester Mayor Lovely Warren ended the red light camera program more than a year ago but there’s still a lot of people who ran through one of the 30 intersections that had one, who haven’t settled their debts.  In a letter to City Council, the Mayor explains that there is a backlog of delinquent red light camera tickets totaling $7,217,367.

News10NBC has learned that the City has collected just $200,000 in delinquent tickets so it now wants to bring in a company, Garnet Capital Advisors LLC, to auction off the rest of the debt.  “The tickets will be sold at a discount similar to our tax lien sales but this will probably be more discounted because of the fact its unsecured debt,” explains City Finance Director, Charlie Benincasa.  

Garnet Capital gets 10% of whatever the can get for the debt or $25,000 whichever is higher.  The City will get a one-time lump sum and be able to put the red light camera program in the rearview mirror for good.   

Jennifer Lewke (News10NBC): "How much are you expecting to get at auction for the debt?"

Charlie Benincasa: "That's a good question, it's a new experience, we don't expect the same kind of percentages that we get with tax lien sales."  

Jennifer Lewke: "What is that normally?"  

Charlie Benincasa: "Tax lien sales have been 65% of the original debt."

The City still needs approval from the Rochester City Council to sell off the debt, it’ll be discussed at the next meeting on February 20th.
