City budget, school budget both pass City Council

It was a busy night for Rochester City Council, voting on budgets for the city and the school district.

The city budget calls for $488-million in spending, lower property tax rates and an increase in water rates and other fees. The city budget passed City Council Tuesday night.

The budget for the school district is $705-million. It adds 54 teachers. That budget passed 8 to 1.

Also Tuesday, City Council passed a one-year moratorium on hydrofracking. Research shows there is Utica Shale that could be a target for fracking in the city, but the council says it needs breathing room until it can learn more about fracking technology.

"It's very important for us to prevent it until we at least know what it is we're talking about. When it comes to hydrofracking there are far more questions than there are answers," Councilwoman Loretta Scott tells News10NBC.
