Rochester man charged with setting fire to his apartment

A Rochester man has been charged with arson for starting two fires at his own apartment. One of the fires happened on Christmas Day.
Phillip D. Allen, 32, of Rochester, is charged with two counts of arson.
Rochester's Arson Task Force says Allen intentionally set his North Clinton Avenue apartment on fire on Christmas Day. When firefighters arrived, they found smoke coming from the first floor of occupied apartment building. The fire did cause substantial damage and the apartment is listed as uninhabitable.
Allen is also charged with setting fire to his apartment in December 2011. The fire also caused damage inside the apartment.
