Governor Cuomo in Rochester on Thursday

Governor Andrew Cuomo will be in Rochester on Thursday.

His office says he will deliver messages on the State of the State and the budget at the Kilbourn Hall in the Eastman School of Music.

Cuomo is expected to speak at 1:45 p.m.
