A Manchester woman has been charged with endangering the welfare of child after sheriff's deputies say a two-year-old in her care was locked out of her apartment.
Sheriff's Deputies say Shelby Ogden, 21, of Manchester, was asleep when the two-year-old child she was caring for was locked out of her apartment. Witnesses found the child crying in the lower level of the stairwell near the exit of the apartment building.
Ogden was issued an appearance ticket and will appear in court at a later date.
