Women's Council discusses the issues surrounding human trafficking

Teens and prostitution has become a significant issue in the Rochester area.
On Tuesday, the Women's Council discussed the issues surrounding human trafficking. Monroe County was named one in five counties across the state with a growing number of cases.

Experts say runaways and homeless young people are the most at risk when it comes to prostitution. Leaders say a change in the state law back in 2008 finally allowed lawmakers to treat these teens as victims, instead of criminals. 
Elaine Spaull, City Council Member and Center for Youth Executive Director, said, "If you're a young woman or young man and involved in this trade, it's likely not your idea to be doing something like you want to do and finally to get some focus on that helps us to get them the services and support programs."
