Rochester woman sues city and RPD over daughter's murder and disappearance

A Rochester woman whose daughter was murdered by their father is suing the City of Rochester and the Rochester Police Department.
News10NBC has learned the Raechel Coffey is suing because she claims the Rochester Police Department did not respond properly when she reported her daughter, Noel Parcells and Noel’s half sister, Mia Parcells missing last September.
Investigators say their father, Adam Parcells, took the girls to a campground near Lake George and then killed his daughters and himself. Raechel Coffey said last September that Rochester Police refused to issue a missing person’s report even though she insisted she told them it was a dangerous situation. Rochester Police say they were never told the children were in imminent danger.
The lawsuit says Adam Parcells was not allowed unsupervised visitation with Noel and that the Rochester Police Department did not call the campground where the children were believed to be even though they said they would.
The City of Rochester response:
"We just received the complaint Wednesday afternoon. It's rather lengthy and we're going to have to thoroughly review it. This was a tragic occurrence and we feel badly for the mother, though it's difficult to understand just what role the City has in this situation. As with all pending litigation we cannot speak to any particulars of the case."
