Scrap metal truck driver charged with speeding

The driver of a scrap metal truck that rolled over on 490 Wednesday, causing major traffic problems for rush hour commuters, has been ticketed for speeding.
State Police have charged Justin Frank with speeding.
Frank’s truck flipped near the Clinton Avenue exit on 490 eastbound around 4 p.m. Wednesday. At one point, it was blocking all four lanes of traffic.
Traffic onto 490 was blocked while crews worked to clean up the spilled load and upright the overturned truck, which then caused backups on city roads as well.
Crews were finally able to finish the clean-up efforts and tow the truck away around 7 p.m.
Frank was taken to Strong Hospital with internal injuries. A passenger in the truck was also treated for injuries. There's still no word of the extent of their injuries.
