Palmyra declares winner in mayor's race after voting machines malfunctioned

Palmyra has just declared a winner in it's mayor's race. Republican Christopher Piccola has defeated Democrat Jim Elliot.

Wayne County Board of Elections' officials had to manually count the paper ballots after several voting machines malfunctioned. Officials say they weren't trusting the electronic results.
