FBI returns bombing scene to Boston officials

Federal investigators have formally released the Boston Marathon finish line bombing crime scene to the city.
A brief ceremony at 5 p.m. Monday on Boylston Street was attended by state and federal officials. It included presentation of the U.S. flag that flew over the finish line to Mayor Thomas Menino.
It means the city can begin preparing to reopen the reopen the six-block area that was cordoned off as a crime scene after twin bombs killed three people and wounded more than 180 others a week ago.
A five-step process announced Sunday will include environmental testing, debris removal and assessing the safety of buildings in the area.
Investigators have been painstakingly collecting evidence at the scene since the attack. Boston police said they are prepared to begin releasing personal property that isn't needed as evidence.
