It is an effort to give communities the ability to clean up and rebuild on contaminated land. Senator Kirsten Gillibrand says the proposal can strength economies and create jobs in New York.
The senator was in Rochester Monday to announce the legislation. She says it would give communities and non-profit organizations access to more money, tools and resources to help with cleaning up those sites which are also called brownfield sites.
Her announcement was on Litchfield Street at a site that used to be a carriage factory.
