I-Team 10: Peace officer arrested

A peace officer in Livingston County charged with criminal possession of a weapon. Dylan Chase, of Victor, calls himself the chief detective and special agent for the SPCA in Livingston County, but I-Team 10 has discovered that Chase is also a convicted felon.

I-Team 10 is trying to get answers from the state about how Dylan Chase successfully registered with the State of New York as a peace officer, given his criminal history.

Forty-three-year-old Chase appeared in Avon Town Court Tuesday afternoon with his attorney, pleading not guilty to one count of criminal possession of a weapon. Police in Avon say he had a 45-caliber semi-automatic pistol that he had displayed on a service belt that he was wearing while at the Avon Corn Festival earlier this month. The problem is, Chase has a felony forgery conviction from 2002 which prevents him from lawfully carrying a gun. Several people at the festival, who are familiar with Chase, contacted police.
   
In January, he started the SPCA Humane Corps, a not-for-profit company that he incorporated with the state. In one published article, Chase said his mission was to prevent cruelty to animals through education, intervention, advocacy and law enforcement.  Police say, that after incorporating, Chase registered as a peace officer.  Peace officers are often allowed to carry weapons and don't have to get a pistol permit to do so.

I-Team 10 is still trying to get clarification with the state whether a background check was done in this case and if so, by whom.  Police say that Chase never went through any of the required training to be a registered peace officer.
   
I-Team 10 has reached out to the Department for Criminal Justice Services and have provided them with the information they have. The department promised to follow up with I-Team 10. In the meantime, Chase was released without bail being set. Chase and his attorney left court and attempted to avoid I-Team 10's questions. He's due back in court in September.
