AARP says NY to face higher heating bills

A national analysis of winter heating costs by AARP's Public Policy Institute shows regional bills expected to rise 13 percent or more.
    
The organization also says New Yorkers already pay the highest electric bills in the continental U.S., 60 percent above the national average. It says those rates are also likely to increase.
    
The group's survey of New Yorkers 50 and older found 62 percent concerned about their ability to afford utilities over the next two years.
    
AARP says the federally funded Home Energy Assistance Program can provide $400 or more. Eligibility depends on income. The program starts November 18.
