The combination of bitter cold air and strong winds will create wind chills that will drop to near -30 degrees tonight and Tuesday and thus exposure to these conditions should be limited.
Additionally, heavy, wind-blown lake effect snow off Lake Erie will produce snow covered roads and times of extremely low visibility, especially south and west of Rochester. Travelers should be prepared for highly variable conditions.
