Cuomo likes executive action on medical marijuana

New York Gov. Andrew Cuomo says he's comfortable with his plan to allow a limited number of hospitals to dispense marijuana for certain ailments, even as other states loosen marijuana laws more dramatically.
Cuomo refused to give reporters details Monday on how he would use his administrative powers - rather than legislative action - to phase in use of the drug. He will formally announce his plans in his State of the State speech Wednesday. Cuomo had previously opposed legalized medical marijuana.
Cuomo says bypassing the Legislature with a limited program will give his administration greater control over the initiative if it needs adjustments.
About 20 states have medical marijuana laws.
Cuomo also says he's against legislation to legalize, regulate and tax recreational use of the drug.
