A 16-year-old boy is suing a police department outside Albany after two officers broke his arm while trying to remove him from a school bus.
The altercation happened at the teen's Rotterdam home last October.
A lawyer for the family tells The Times Union the boy has psychiatric problems and was having his medication adjusted.
The bus driver called police, saying he felt he couldn't safely transport the teen to school.
A security video shows the officers trying to persuade him to get off the bus for 15 minutes.
When he doesn't respond, the officers pull him out of the seat and force his arms behind his back.
As they do, there is a loud crack.
Rotterdam Police Chief James Hamilton says the officers followed proper procedures.
