Governor Cuomo declares a statewide state of emergency. 

There is a no vehicle traffic ban for Interstate 84 in downstate New York. I-84 is 70 miles of highway in the Hudson Valley and goes west to east from Pennsylvania to Connecticut, cutting across Interstate 87.

Governor Cuomo says absolutely no traffic on I-84 until the storm clears.
