As the topic of casinos in New York continues to heat up, one betting organization is accusing a local developer of violating ethics agreements.
David Flaum was hired by the Seneca Indian Nation last August to help organize and coordinate a casino development in Henrietta. Now, the local chapter of the Off Track Betting Corporation is saying that hiring agreement, along with other activities by Flaum are illegal.
The corporation has filed a complaint with the New York State Ethics Committee claiming Flaum is not a registered lobbyist, but what he's doing for the Senecas constitutes lobbying.
News10NBC reached out to the Seneca Nation for a response, but haven't heard back.
