Rochester Police have arrested a 23-year-old Rochester man for first-degree murder.
Officers say Donkavius Howard shot and killed 35-year-old Demetric Tatum on Clay Avenue earlier this month.
According to court paperwork, Howard was paid money by an uncharged co-conspirator to kill Tatum. The documents say Tatum was killed in front of his two small children. The paperwork says that Tatum was a victim of a previous shooting and was cooperating with police. Investigators believe he was killed to prevent his testimony in that case.
Howard pleaded not guilty to two counts of first-degree murder. He is currently being held in the Monroe County Jail without bail. He is due back in court on February 25.
