A Williamsville man pleaded guilty to defrauding the University of Rochester.
Doron Feldman, 54, of Williamsville, pleaded guilty to conspiracy to commit mail fraud. Feldman practiced as anesthesiologist for CGF Anesthesia and Associates in Buffalo and provided anesthesia services to patients undergoing surgery at Strong Memorial Hospital, Highland Hospital and other medical facilities in Rochester.
Assistant U.S. Attorney Richard A. Resnick, who is handling the case, says between September 2007 and December 2009, Feldman, along with Debra Bulter, devised a scheme to defraud and obtain money from the Department of Anesthesiology at the UR. Officials say fraudulent invoices were submitted to the Department of Anesthesiology for services that were never provided by Feldman. From 2008 to 2010, officials say the department paid $1,460,000 in fees with Feldman receiving $630,000 of that amount.
Officials say Debra Bulter, who was the program administrator for the department, approved payment of the fraudulent invoices. She was convicted of conspiracy to commit mail fraud and money laundering and is awaiting sentencing.
Feldman will be sentenced on September 24. He faces 20 years in prison.
