NY commission says two town justices have resigned

New York's Commission on Judicial Conduct says two town justices who were under investigation have agreed to resign.
    
According to the commission, Robert Blain, on Prattsville Town Court in Greene County since 1987, and Arlene Brown, Bennington Town Court justice in Wyoming County since 2008, have left office.
    
Neither is an attorney. Both have sign stipulations agreeing not to seek or accept judicial office again.
    
The commission says a comptroller's audit found financial irregularities in court accounts and that Blain didn't provide sufficient oversight of his clerk.
    
The panel says Brown failed to disqualify herself from proceedings where her impartiality might reasonably be questioned.
