Baxter, a Democrat, defeated former Sheriff Patrick O'Flynn in last November election. Though he was officially sworn-in Tuesday evening, Baxter has already been on the job at the Monroe County Sheriff's Office. And he's already looking for ideas on how to make things better for the department.

"Every time I talk to someone on the command staff, I say, 'Eliminate contracts, eliminate budgets, [and] dream. What would be the one or two things you would do?,'" Baxter said. "And then see if we can take a few of those things and put them in place. These are the guys and gals that have the ideas of innovation; how to solve crime, ways to use technology better. It's not really my job to come in and tell them that. It's my job to maybe empower them and allow them to do those things."

As for becoming sheriff, Baxter said the experience is "humbling, it's awe-inspiring. It's something you never dream of doing, but the fact that you see so many people here to support..."

He adds, "I think people are just looking for that sense of hope when it comes to law enforcement and it shows how much people rally around the uniform. As much as we talk nowadays about negative publicity with law enforcement and some bad things that have happened to our country, you still see people coming out and saying, 'These are people who are willing to give everything for us.'"
