RPD arrests parolee for murder on North Plymouth Ave

ROCHESTER, N.Y. (WHEC) — Rochester police arrested a parolee after an investigation into a daytime homicide at North Plymouth Avenue and Smith Street on Sunday.

Justin Singleton, 29, was charged with murder and criminal possession of a weapon. Investigators said that the motive for the murder of 46-year-old Jan Perez was connected to an illegal drug trade.

Singleton pleaded not guilty in City Court on Monday.

RPD said they responded to calls around 12:45 p.m. on Sunday for a man shot on North Plymouth. Upon arrival, officers found Perez, who had at least one gunshot wound to the upper body. Perez was pronounced deceased at the scene.

The Rochester Police Departments Major Crimes Unit collaborated with the Lake Section police beat to identify Singleton as a suspect. Lake Section officers took Singleton into custody several hours after the shooting, at 10:30 p.m. on Sunday.

Singleton was on parole because he was convicted of criminal possession of a controlled substance in 2019 and completed his three and a half year sentence. He was on 18 months of supervised release that started on April 15, 2022. Singleton has been convicted of four felonies and two misdemeanors in the past.

The next court date for Singleton is Friday, May 13.
