SYRACUSE, N.Y. (WHEC) — The first of four reopening phases is set to begin on Friday.
Phase one businesses that can reopen include construction, manufacturing and wholesale trade as well as retail with curbside or in-store pick-up, agriculture, forestry, fishing and hunting, landscaping and low-risk outdoor recreational activities, as well as drive-in movie theaters.

Gov. Cuomo was in Syracuse Thursday for his daily briefing.
News10NBC Investigative Reporter Jennifer Lewke was there to ask some of the questions we've been getting about reopening.
As phase 1 gets underway, businesses included in phase 2 are at least looking to have their plans ready so there's no delay when it's go-time.
Jennifer Lewke: “There's a lot of confusion among professions that are not in phase 1 about which phase they are in, like hairstylists, they think they're in phase 2. Do you have an idea of when you might have a firm list of which professions are in which phase?”
Gov. Cuomo: “I hadn't heard that question but we can do that.”
Jennifer Lewke: “Do you see them in phase 2?”
Gov. Cuomo: “I don't know that I'm qualified to have an opinion on that, unless you're saying I need a haircut really badly and then we'll talk about it but we'll get the information and we'll also have daily calls with the control council.”
Jennifer Lewke: “I'm just using that as an example.”
Gov. Cuomo: “So, I'm going to gracefully and artfully look to dodge your question on hairstylists until I can go back and get informed and then I will have someone give you the answer.”
Another question we’ve gotten a lot is when churches and other places of worship can reopen. At the moment, although not clearly defined, it appears they're in phase 4.
“It's less about being a church a temple or a mosque, it's more about a gathering and that's going to be basically according to the guidance on large gatherings but look, large gatherings have been where this first started,” Cuomo said.
