Driver in horse and buggy crash that injured family of 7 charged

PENN YAN, N.Y. (WHEC) — Charges have been filed after a crash between a car and a horse and buggy that sent seven members of a family to the hospital.

The driver of the car in the crash has been issued three traffic tickets.


Yates County Sheriff's Deputies say Justin Niver clipped the buggy causing it to crash and eject the passengers.

Niver then collided with the horse. It was seriously injured and had to be euthanized at the scene.

Niver is charged with following too closely, failure to avoid collision with a horse and failure to wear a seatbelt.
