Prosecutors say they took more than $10,000 to introduce a bill in the Assembly. The legislation would've allowed the state to veto local zoning changes, but it never passed.

Gaddy was arraigned Monday.

If convicted, they both face up to 20 years in prison and a $250,000 fine.
