ROCHESTER, N.Y. (WHEC) — New York has blocked more than 10,000 STAR rebate checks.
According to state tax records, those homeowners never paid their property taxes. The legislature passed a new law in the state budget this year that blocks rebates for people who don't pay.
Currently, Syracuse.com reports the state has blocked more than $5 million dollars in tax breaks.
Before the law, the state did not check to see if people actually paid their taxes before handing out rebates.
