Penn Yan woman arrested on charges related to fraudulent midwife practice

New York State Police investigators arrested Elizabeth J. Catlin on Friday for three felony charges related to her illegal midwife practice at a rented house in Milo, just south of Penn Yan.

Catlin was charged with Identity theft Second Class, Falsifying Business Records First Class, Criminal Possession of a Forged Instrument Second Class, and the Unlawful Practice of a Practice.  


Police said that Catlin conducted her practice under the business names of "Prenatal Practice" and "Penn Yan Prenatal" and continued to work as a midwife without a license even after her original arrest for Unlawful Practice of a Practice last month.

Catlin used a licensed Penn Yan physician's name to set up a fraudulent account for laboratory services, unlawfully obtaining samples from her clients and sendig them for analysis with forged requisition forms. 

Catlin's patients paid for her services without ever realizing they were defrauded.

State Police arrested Catlin at her Penn Yan home, charged her formally at the Dundee State Police barracks and remanded her to the Yates County Jail. 

Catlin was arraigned on Saturday morning and bail was set at $15,000.
