Canandaigua City Council by a 5-4 vote Thursday night gave the OK for an amended payment in lieu of taxes agreement, or PILOT, that the developer said is critical in completing its next four phases.

Councilmembers Jim Terwilliger, Cindy Wade, Nick Cutri, Matt Martin and Mayor Ellen Polimeni voted in favor of the amendment, which calls for assessment certainty of 1 percent growth over 25 years per residential unit for the first, second and third phases, among other requests.

Councilmembers Anita Twitchell, Karen White, Robert O’Brien and David Whitcomb voted against it. A motion made by Twitchell to table the request until March — when firmer assessment figures presumably would be available — was denied.

Representatives from the developer declined to comment after the vote.

The Canandaigua Board of Education and Ontario County now will consider the request.
