ROCHESTER, N.Y. (WHEC) -- The distinguished educator assigned to look into the city's school district released a report on the state of improvements Friday morning.
In his first quarterly report, covering November 2018 to January 2019, Dr. Jaime Aquino says there is some progress among his recommended changes.
However, he writes that a culture of fear and intimidation continues at the school district in all layers.
He went on to say the school board's divisions continue with board members' tensions and conflicts often erupting in public.
In his initial findings, Dr. Aquino found 106 issues within the district impacting student success and called for a total reset of the district.
