Police tell us the guard was on duty and called for the help.

This is a transcription of the communication between dispatch and the officer headed to the scene:

"They're now saying they have a gun drawn that the  caller is being extremely uncooperative and refusing to answer any questions right now."

A spokesperson for the Rochester Police Department tells us the incident started inside, in the lobby of this building. The security guard on duty was apparently addressing a tenant who was threatening others in the lobby.

The security guard called 9-11.  Here's more of that communication between the dispatch and the officer.

"...the man is trying to hit the caller... got a male down...confirmed shooting."

Rochester Police tell us the incident spilled outside and that's when the one shot was fired.

Jessica lives across from the tower and heard the commotion.

"...A lot of yelling,  a lot of police cars, there was at least a dozen here," she said.

"They had to tape off the whole area. It was pretty crazy."

Keyona Ellington lives in the building and was speechless when she learned what had happened.

"It could have been someone else who he got unruly with who didn't have a weapon to defend themselves....happy it was the security guard who was there, who seen it and stopped it wow. sad," she said.

The case has been turned over to the Monroe County District Attorney's Office.  RPD tells us the security guard's weapon was legally registered.

We reached out to Cedarwood Towers' ownership and received the following statement:

"On the night of Jan. 8, an incident that began inside Cedarwood Towers resulted in the fatal shooting of a resident outside the building in the parking lot. Rochester Police are investigating the matter, and Cedarwood Community Partners LP as owner is fully cooperating with authorities. We remain committed to providing quality affordable housing and improving the lives of those who make their homes in our communities. We sincerely thank the Rochester Police officers who responded and continue to handle this matter, and we defer any further comment until after completion of their investigation."
