ROCHESTER, N.Y. (WHEC) — Five years ago the idea of filling in the Inner Loop East downtown and redeveloping the land was a questionable proposition to some in this community. But on Thursday morning, Rochester Mayor Lovely Warren announced the seventh and final project.

"This city has really turned the corner and we'll see more investments starting to happen month after month and we're excited about that," said Warren.

The mayor was enthusiastic, almost giddy, as she announced the final installment of the Inner Loop East project.

Situated between Monroe Avenue, Howell Street, and Savannah Street, Pathstone Corporation and Geva Theatre Center will create a one and a half story building with 54 affordable apartments and an education and engagement center on the first floor.

"We always had the museum, but with ESL coming in here and the parcels all the way through basically have built a brand new neighborhood," said Pathstone COO Alex Castro.

It's anticipated that all six acres of the former Inner Loop will be redeveloped by 2022. The city says it's a $229 million investment to bring in 152,000 square feet of commercial space, including a hotel, expansion of The Strong National Museum of Play, and about 534 housing units.

"To say that in 2014 we were here filling in this site, and to see all the development that's happening all across here... integrating neighborhoods with downtown...we're excited about what we've been able to do here," said Warren. "And the best is yet to come."

As for the other half of the Inner Loop, a consultant is studying the best use of the land. Rochester neighbors will get a chance to weigh in before any development begins on the north side.
