WEST MONROE, N.Y. (WHEC) - State police are trying to figure out why an elderly man was lying in a busy upstate highway moments before he was hit and killed Friday night.
Troopers say a 16-year-old was driving on Route 37 in West Monroe in Oswego County when he saw a Jeep pulled over with nobody in it.
They say the teen was distracted by the Jeep and couldn't avoid hitting the 77-year-old victim.
The teen is not expected to be charged.
