In-Depth: Agreements in the state budget

ROCHESTER, N.Y. (WHEC) — During a conference call Monday, Gov. Andrew Cuomo said he believed there was an agreement "on all issues," possibly signaling an end to the budget negotiation process. 

The budget is late. It was due April 1.

State Comptroller Thomas DiNapoli said last week a delay past the end of business Tuesday may mean state workers will not get their next paycheck on time.

It appears the 2021-22 state budget will be the largest ever, at more than $200 billion. 

Taxes for millionaires will go up and mobile sports betting is to be legalized in the state.

What also seems certain is a full year of postpartum medical coverage for new moms on Medicaid and a new requirement for all residential care facilities operating in the state to spend 70% of all revenue on resident care.

The budget also establishes crisis stabilization centers.
