Hochul signs bill barring colleges from withholding transcripts

ROCHESTER, N.Y. (WHEC) — Colleges in New York can no longer withhold student transcripts if a student still has not paid all their tuition.

Gov. Kathy Hochul signed the bill on Wednesday.

It allows students to get their transcripts, even if they still owe their school tuition money, so they can continue their education and get a job to pay off their debt.

Hochul said withholding transcripts was a measure to penalize students with fewer resources while making it more difficult for them to advance.

The law takes effect immediately.
