ROCHESTER, N.Y. (WHEC) — Two teenagers are now charged with murder after police say they set a man on fire inside his home. That man, Steven Amenhauser, died at 4 o’clock Tuesday morning.

Police arrested a 16-year-old and a 14-year-old and police say the 14-year-old has been arrested three times in the past seven months.

14-year-old Adriel Riley Junior was charged with robbery in Gates in September. Gates PD says it was a robbery at knifepoint in a parking lot in Chili Avenue. The Gates Police Department ticketed Riley’s mother for endangering the welfare of a child because they say she rented a hotel room for him in Gates and left him unsupervised.

RPD says Riley was charged in the City of Rochester in December. RPD says the incident happened in October.

Gates Police say Riley was caught in a stolen car at 1:15 a.m. on a day in January. Gates PD says it ticketed Riley’s father for endangering the welfare of a child after that arrest.

RPD says there was a juvenile delinquent warrant issued for him on March 5.

But on Friday, March 12, Rochester Police say he and a 16-year-old Zayvion Perry doused a man with a flammable liquid and set him on fire.

Steven Amenhauser lived in a duplex on Lyell Avenue.

News10NBC listened to police radio calls from last Friday.

Based on those calls, just before he was set on fire, we know Amenhauser went to a grocery store across the street from his apartment at around 12:20 p.m. Friday.

News10NBC Chief Investigative Reporter Berkeley Brean went there on Tuesday and the clerk told him they turned all of the store's security video over to the police.

Police say Amenhauser went back to his apartment, sat down in his chair and that’s when he was set on fire.

Frank Umbrino, RPD Major Crimes: “Seeing the pictures of this guy and then knowing he has no family, I cant. This is one that I'll remember, there are a few others. Charlotte Lahr, anyone remembers her who was beaten to death in her liquor store? It's horrible I mean I can go down the list of other ones but this was bad."

Brean: “Do you know what would have prompted it?”

Umbrino: “You know Berkeley I wish I could answer that question but I don't.”

Police believe they will be arraigned on the murder charge on Wednesday.

In an email, the Monroe County District Attorney’s office wrote, "under New York State law, as the result of the Raise the Age legislation, 16-year-old Zayvion Perry will be prosecuted as an Adolescent Offender. Due to the nature of the allegations, he will likely remain in the Youth Part of Superior Court. 14-year-old Adriel Riley Jr. will be prosecuted as a Juvenile Offender. His matter will remain in Youth Part. Youth Part is a criminal court where Adolescent Offenders and Juvenile Offenders remain subject to criminal liability as adults. Neither defendant will be transferred to Family Court at this time."
