RUSH, N.Y. (WHEC) — For the second time in one month, there was a brawl at the county-operated Children's Detention Center in Rush. And just like the first one, a staff member was hurt.

A statement from the county said the fight started outside Sunday afternoon between two teenagers of rival gangs. The county says the fight grew to 11 teenagers.

The county says none of the teenagers were hurt but the county says one staff member injured a finger and her sternum when teens pushed through a gate she was holding closed.

The county says the two teens who started the fight — one identified as the instigator, the other as the target — are now in a special unit at the Monroe County Jail. The county statement says both were in custody at the detention center for murder.

"This is another example of the serious and dangerous population we currently have housed at the Monroe County Children's Detention Center," said Thalia Wright, commissioner of Monroe County Human Services. "Fortunately, this situation did not result in more serious injury. But continuing staffing shortages and an increase in violent offenders at the CDC have made the situation at the facility increasingly dangerous."

Here is how the county's statement described the first incident in May:

"In May, 10 juvenile offenders were moved to the jail following a fight that injured four Sheriff's Deputies and one detention center worker. That event happened the day after the Monroe County Sheriff's Office began assisting CDC staff with an ongoing rise in violent incidents. Following that incident, deputies remained at the CDC for a week, maintaining security and assisting CDC staff with training and implementing new protocols. After those trainings and security protocols were set up, MCSO deputies left the facility back in the hands of the CDC staff."

The county says there are 10 teenagers at the county jail who were once housed at the detention center. The detention center now has 19 teenagers.
