RPD Chief: Officers didn't violate policy in incident where 10-year-old was handcuffed

ROCHESTER, N.Y. (WHEC) — Rochester Police Chief La'Ron Singletary says he reviewed a video of a 10-year-old child being handcuffed on Sunday after a traffic stop.

Singletary said his officers did not violate any department policy or procedure.

The incident caused an uproar on Facebook, and protests outside of the police station on North Clinton Avenue.

Singletary says he made the decision objectively.
