Two people, including victim, charged in March quadruple shooting on State Street

ROCHESTER, N.Y. — Police said a victim in the March quadruple shooting on State Street is among two people charged with carrying out the shooting.

28-year-old Lonnie Keys Jr. and 31-year-old Charles Robinson died in the shooting outside of Mile High Hookah Lounge. Two others survived after being hospitalized.

The Rochester Police Department announced on Friday that Marique Simkin, a 24-year-old who survived his injuries, is charged with the murder of Keys.

RPD also announced murder charges against 32-year-old Henry Phelps. Police said he fatally shot Robinson and he shot Simkin.

Police didn’t say who they believe shot the fourth, unnamed victim who survived.

U.S. Marshals arrested Phelps on Thursday. He also faces weapons charges since U.S. Marshalls said he had an illegal handgun during his arrest.

Simkin has been in custody since June 11 but the murder charge wasn’t announced until recently. New York State Police took Simkin into custody after he was wanted following two vehicle chases. Police said Simkin had a stolen handgun and narcotics for street sale with him during his arrest.

Both suspects will be arraigned in Rochester City Court on Friday morning. Police said they could face additional charges after they appear before the Monroe County Grand Jury.
