Victim, suspects identified in Waterloo murder investigation

WATERLOO, N.Y. The Seneca County Sheriff’s Office has identified the suspects and victim after a murder in the Town of Waterloo around 1 a.m. Friday.

The victim is 33-year-old William Waugh, of Euless, Texas. He was shot at 121 Route 96 in Waterloo. Waugh was taken to Geneva General Hospital, where he died as a result of his injuries.

36-year-old Christopher Kesterson, of Phelps, is charged with assault and second-degree murder. He was arraigned Saturday in Seneca County Centralized Arraignment Court and is being held without bail at the Seneca County Correctional Facility.

37-year-old Wayne Ellison, Jr., of Waterloo, is being held in Tampa, Florida, on second-degree murder, burglary, child endangerment and weapons charges. He will be extradited to New York state at a later date.

Deputies believe Waugh was the intended target and there’s no further threat to the community.
